Learning by every person is fundamental in Hindu Philosophy.

Hindu Philosophy which is Vedic Philosophy says Dharma - Artha - Kama - Moksha are the four important attainments for a human being.

Dharma - One meaning is ability to do things. Other meaning is the code of conduct decided by the society through the sayings of saints.
Artha - Using the ability in meaningful way to earn income or produce things valuable
Kama - Using the things produced to take care of oneself.
Moksha - God's grace or favorable judgment which comes from taking care of others and their needs with things you produced.

A person who does not have a skill has wasted his life. It is life without meaning (artha)

The father is the first guru according to Hindu tradition. He trains his family members in professional pursuits. He gives the skill training. Family has responsibility to train their family members.

Society has responsibility. Society used to feed learners in the olden days of India.

Youth skills development became a global agenda in 2014, when the UN General Assembly declared July 15th the World Youth Skills Day.
